We propose a discrete-time dynamic model for studying the time evolution of fish stocks in an aquatic environment divided into two patches with different harvesting policies. In one patch a central authority imposes a constant fishing effort, in the other profit maximizing fishermen engage in oligopolistic competition. The dynamics inside the patches are strongly interrelated by ecological factors, market interactions, and biomass diffusion. Particular cases are xamined and we offer results on existence, stability, local bifurcations of the equilibria and numerical explorations of the global dynamical properties. The complete model with fishing activity in both regions is, mainly numerically, investigated.
