The essay starts with a theoretical discussion about the discussion between freedom and responsibility. Then describes the results of an econometric model between social values as extracted by the World values Survey from 1981 and 2005 and economic and institutional variables extracted by the World Bank archive. The results show that the values, attitudes and norms have a distinct impact on country levels of per capita income, beside economic and institutional variables. Such social values and believes are those which derive from liberal thinkers such as the Italian Bruno Leoni.
