A hierarchical, three level approach for regional flood frequency analysis is proposed, together with the Two-Component Extreme Value (TCEV) distribution as probabilistic model. The meaning of the homogeneity hypothesis is examined and discussed. Combined analysis of rainfall and flood data is shown to improve flood estimation, with different ways of transferring information from the forme to the latter, according to different spatial scales corresponding to different phenomena with different spatial scale of fluctuation.
