The Hydro-geomorphologic Setting Plan (HSP) is the first tool for the urgent application of laws enforced in Italy from 1989 to 1998 for the survey, assessment and downgrade of the hazard and risk related to mass-movement, flood and erosion. Calabria was one of the less developed Regions of Italy, in spite of the fact that it is one of the most landslide- and flood-affected ones. Recently, however, Calabria Region, regardless the governors political parties, set the Basin Authority and a technical survey branch charged of the implementation of the HSP, with the methodologic and supervision help of CNR-IRPI of Cosenza and other consultants. Deadline for ending the job was very tight (Dec 31st, 2001), thus some selection was decided in order to cope with requested goals but limiting time needs.
