Both its history and the events that characterize the European Social Fund are inextricably linked with U.E. cohesion and development policies, from the creation of the integration model, to the process of devolution and the strengthening of regional identities. For these reasons, ESF co-financed archives and documents are taking on the role of cognitive tools to support decision making, policy-making and European historical and cultural memory. A new light now shines on such sources in contrast to the exntent of oblivion which had previously characterized the situation in several Italian regions. The book outlines the institutional and political setting of reference and establishes guidelines for the management of the ESF Documentation within regional administrations, offering an appraisal which strikes a balance with respect to current archival theory and the fulfillment of the obligations imposed by European legislation, whose implementation at the regional level has too often taken place without the necessary work of adaptation and contextualization.
La storia e le vicende che caratterizzano il Fondo Sociale Europeo risultano indissolubilmente connesse con le politiche di coesione e di sviluppo dell’Unione, dalla creazione del modello di integrazione, al processo di devoluzione e di rafforzamento delle identità regionali. Per queste ragioni gli archivi e i documenti delle azioni cofinanziate dal F.S.E. rivendicano il ruolo di strumenti conoscitivi a supporto del processo decisionale, dell’azione politica e della memoria storico culturale europea. Una luce nuova e forse inaspettata si accende su tali fonti in contrapposizione alla dimensione di oblìo conosciuta in questi anni nelle diverse Regioni italiane. Il volume, delinea lo scenario istituzionale e politico di riferimento e definisce le linee guida per la gestione della documentazione F.S.E. nelle amministrazioni regionali, proponendo un percorso di valorizzazione in equilibrio tra il rispetto della teoria archivistica corrente e il soddisfacimento degli obblighi imposti dalla normativa europea in materia, il cui recepimento, a livello territoriale, è avvenuto troppo spesso senza la necessaria opera di adattamento e contestualizzazione.
