As early as the second half of the seventeenth century, it was clear that the fortified space of Floriana would be able to provide significant conditions of defense and security. For these reasons, on 7 February 1672, the Venerable Council managed to almost define a project that envisaged the construction of houses between the ancient front of this Valletta City, and the modern commonly called Floriana. And since there were differences of opinion regarding determining the site, quantity and height of said buildings, it was referred to another Council. On this occasion, however, the proposal of Grand Master Nicolas Cotoner (1663–1680) and of the Council was obstructed and refused by the Commissioners of the Congregation of War and Fortifications, who argued that the building of any residential structures would be a threat to the military-defense function of the area.
Già nella seconda metà del XVII secolo, era chiaro che lo spazio fortificato di Floriana avrebbe potuto fornire condizioni significative di difesa e sicurezza. Per queste ragioni, il 7 febbraio 1672, il Venerabile Consiglio riuscì quasi a definire un progetto che prevedeva la costruzione di case tra l'antico fronte di questa Città di La Valletta e la moderna comunemente chiamata Floriana. E poiché c'erano divergenze di opinioni riguardo alla determinazione del sito, della quantità e dell'altezza di detti edifici, si rimise la questione a un altro Consiglio. In questa occasione, tuttavia, la proposta del Gran Maestro Nicolas Cotoner (1663-1680) e del Consiglio fu ostacolata e respinta dai Commissari della Congregazione della Guerra e delle Fortificazioni, che sostenevano che la costruzione di qualsiasi struttura residenziale avrebbe rappresentato una minaccia alla funzione militare-difensiva dell'area.
