Some characteristic features of the Gauss law in 2 + 1 space-time dimensions and in the presence of a Chern-Simons term are studied. Physical charged fields localized in space-like cones and carrying both electric charge and magnetic flux are explicitly constructed. It is shown that these fields in general obey abelian braid statistics. The associated statistics parameter is also derived.

Abstract
