The behaviour under spatial rotations of the physical charged sectors of 2+1 dimensional abelian gauge theories is investigated. Composite BRS-invariant fields carrying non-vanishing electric charge or magnetic flux are constructed. It is shown that in general these fields have non-trivial monodromies and fractional spin, which is in agreement with the fact that they obey anyon statistics.
