In order to follow criteria to promote resilient processes in an urban environment, it could be possible to follow different directions, including that of reading existing plans differently. The research identifies such an instrument in the Emergency Civil Protection Plan to “strengthening resilience” linked to territorial risk, at least in the local context of experimentation. In the belief that an integrated reading of the current state is necessary for a careful assessment of critical factors (seismic, hydrogeological, coastal erosion risk) and therefore in order to direct appropriate actions of urban planning, the research defines a series of activities with the aim of acquiring homogeneous information needed for the management of different possible emergency conditions.
