Starting from results of studies concerning the assessment of interaction of road infrastructure element within an urban context, the paper aims to investigate the territorial vulnerabilities – defined as site-specific – that must necessarily be put into a systemic perspective able to assess not only the direct consequences of an event or change, but also the so-called cascade effects that affect the vulnerability of the whole context. Analysing the extent to which planning tools currently deal with risk, vulnerability, natural disasters and climate change topics, the research identifies the Strategic Environmental Assessment as the ordinary planning tool that could better deal with described problems in an organic way, thanks to its nature as a preventive process able to integrate the knowledge phase to decision-making one.
