The economic policies promoted by EU propose articulated and complex local development strategies to regions. Methodological research defines functional regions underlying different strategies, with the purpose to understand the governance and performance of Calabrian internal rural areas. Municipalities falling in these areas are ranked and aggregated into territorial units designed as local pseudo-systems useful to supply goods and services, resulting respectively in strong and weak points of the Calabrian local development. Vertical integration among different policies of development and environmental, manufactural, and socio-economical systems is carrying out a multilayer process, crucial to understand the territoriality of the sub-regions shaped by each strategy. The result of operational analysis between functional regions, together with internal factors emerging from association and interaction with each other, outlines further compartmentalization in areas of strategic convergence, on which assess vulnerability and resilience, from which emerge potential synergies between strategies and possible new models of local development dictated by the post-pandemic.
