One of the pillars of the Title V reform concerns the implementation of fiscal federalism through the devolution of taxation from the center towards the Regions and Local Authorities. Through a statistical analysis of their own revenues and state transfers, it is shown that after twenty years the Regions have never acquired a real financial autonomy. The re-centralization process and the pandemic have again increased the reliance of the regional system on state transfers which also reflects the Italian territorial divide.
