The article reconstructs the contribuscions of Montesquieu, Genovesi, Hume and Smith to the conception of Kant's institutional pacifism. It is well known that the pax kantiana is based on juridical-political institutions.Less well known is his criticism of the nascent international financial system that allows, all too easily, to finance war. It is a system without rules, a system that is dangerous for peace. States must ally themselves to steer the international financial system towards peace-friendly rules
