The work proposes a reflection on the identification of the specific characteristics of the administration that can be useful in guiding the understanding of its evolution and regulation drafting. The expectation of efficiency and the consideration of administrative activity in terms of costs to private individuals are, in fact, the premise for reforms. In these processes, an awareness of the essence of the administrative function is essential to avoid the risk of undermining rather than strengthening the protection of community interests. This research cannot ignore the role of the market and addresses the relationship between the costitutional program of social change, which has its irrevocable core in the pursuit of substantive equality and in the principle of solidarity. The role of the administration is identified in the way it achieves egalitarian objectives by allowing the exercise of popular sovereignty through its relationship with politics, its power of self-organization and through procedural participatory tools. This allows us to view administrative function and activity in their essence, no longer as public power, but as the organization and modes of expression of popular sovereignty. Finally, the author also proposes a small suggestion on possible applicative consequence
