Autonomous vehicles are moving beyond controlled environments into large-scale deployments where GNSS degradation, congestion, and infrastructure disruption challenge predictable V2X operation. While 3GPP Release 18 and Release 19 provide key capabilities for NR-V2X and NTN, they do not define how these should be operationally combined for safety-critical use. This article introduces ORION-V2X, a standards-aligned multi-plane framework that composes existing 3GPP capabilities without adding new interfaces. It separates time-critical local safety from edge coordination and wide-area resilience, anchors coordination at RSU micro-edge with fixed deadlines, and uses positioning integrity as a system-wide control input. NTN is integrated strictly as a resilience and coordination layer, not a real-time safety channel. Evaluation under GNSS denial, sidelink congestion, and coverage loss shows contract-level performance with bounded latency, deadline adherence, and stable operational modes. ORION-V2X provides a practical, deployment-oriented reference for industry to realise predictable and resilient NTN-enhanced V2X systems aligned with Release 18/19 evolution.

Abstract
ORION-V2X provides a practical, deployment-oriented reference for industry to realise predictable and resilient NTN-enhanced V2X systems aligned with Release 18/19 evolution.I documenti in IRIS sono protetti da copyright e tutti i diritti sono riservati, salvo diversa indicazione.
